Construction of Bekasi City Waste-to-Energy Facility Begins, Advancing National Waste Management Transformation

Bekasi, 26 August 2026 – Danantara Indonesia, through PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), held the inauguration of construction project for the Waste-to-Electricity Management Facility (Pengelolaan Sampah menjadi Energi Listrik/PSEL) of the City of Bekasi on Wednesday, 26 August 2026, in Ciketing Udik, Bantar Gebang, City of Bekasi, West Java.
The inauguration of the construction of this second PSEL facility forms part of Danantara Indonesia's efforts to fulfil its mandate for the management of urban waste through environmentally friendly technology, as mandated under Presidential Regulation No. 109/2025. The facility in the City of Bekasi is the second project to commence construction, following the start of construction of the PSEL Denpasar Raya in July 2026.
The City of Bekasi plays a vital role in the waste management system of the densely populated Greater Jakarta (Jabodetabek) region. Given that the Final Disposal Site (Tempat Pembuangan Akhir/TPA) in the City of Bekasi has exceeded its capacity, a sustainable alternative for waste management is required. In addition, the City of Bekasi possesses adequate land readiness and a firm commitment to the volume of waste supply required by the PSEL facility.
Pandu Sjahrir, Chief Investment Officer of Danantara Indonesia, stated: "Today's inauguration of the PSEL construction marks the arrival of a tangible solution to address the waste emergency challenge in Indonesia, and in the City of Bekasi in particular. The PSEL of Bekasi is also expected to create environmental, energy, and economic value for the surrounding community. This initiative is expected to generate around 1,000 green jobs and to provide clean energy for tens of thousands of households. Furthermore, this measure demonstrates that synergy among the Central Government, Regional Government, Danantara Indonesia, and various stakeholders can deliver concrete solutions for integrated waste management in Indonesia."
Coordinating Minister for Food Affairs Zulkifli Hasan, reinforced, "With strong collaboration, we are optimistic that the waste accumulations that have long been a challenge in many regions can be addressed more quickly. Through our collective efforts, we hope to deliver a tangible solution for waste management in Indonesia."
Strengthening Investment Certainty Through the Signing of the PPA
As part of the inauguration series for the PSEL of the City of Bekasi, a Power Purchase Agreement (Perjanjian Jual Beli Tenaga Listrik/PJBL) was also signed with PT PLN (Persero). This agreement serves as the commercial foundation for the absorption of the electricity generated by the PSEL facility of the City of Bekasi into the PLN grid, thereby providing offtake certainty and long-term operational sustainability for the project.
Bekasi Facility Officially Secures Environmental Impact Analysis (AMDAL)
Following the PSEL Denpasar Raya, the PSEL Bekasi has also secured its Environmental Impact Assessment (Analisis Mengenai Dampak Lingkungan/AMDAL). The Ministry of Environment (Kementerian Lingkungan Hidup/KLH) submitted the AMDAL document to Bekasi Environment Nusantara, in its capacity as the Development and Management Business Entity (Badan Usaha Pengembang dan Pengelola/BUPP) of the PSEL Bekasi, on Monday, 24 August 2026.
The preparation of the AMDAL for the PSEL project of the City of Bekasi was conducted transparently through a comprehensive assessment of every potential environmental impact risk. The issuance of the AMDAL represents one of the key milestones as the project enters the construction phase, and reflects Danantara Indonesia's commitment to fulfilling the highest governance standards in every project.
PSEL Bekasi City Targeted to Begin Operations by Mid-2028
The PSEL of the City of Bekasi is targeted to commence operations in mid-2028. Pursuant to Presidential Regulation (Perpres) No. 109 of 2025, the electricity generated will subsequently be purchased and distributed to PLN. The Power Purchase Agreement (PJBL) will be established between PLN and each BUPP across all PSEL facilities, at a purchase price of USD 0.20 per kWh for all capacities. The facility in the City of Bekasi will process up to 1,500 tonnes of waste per day into clean energy in the form of electricity.
The PSEL projects managed by Denera will employ moving grate incinerator technology equipped with an Air Pollution Control System (APCS), an environmentally friendly, low-emission incinerator. The selection of this technology has been tailored to the characteristics of Indonesian waste and is capable of significantly reducing waste volume within a short period. The technology is designed to comply with the environmental standards of the European Union Industrial Emissions Directive (EU IED), the most stringent environmental benchmark in the world.
PSEL Bekasi will complement pyrolysis-based waste management technology, enabling accumulated waste to be processed into renewable energy in the form of fuel. The pyrolysis waste management project is operated separately by the Indonesian Army (TNI Angkatan Darat).
General Maruli Simanjuntak, Chief of Staff of the Indonesian Army, said, "This facility enables the processing of legacy waste accumulations that have long been a concern across many regions. We hope this model can be expanded to more locations, delivering a broader positive impact on waste management throughout Indonesia."
