DSI Announce Operational Readiness, Exports Continue Without Disruption
  • In just over two months, DSI has established analytical visibility across more than USD 14 billion of Indonesia's strategic commodity exports

  • Building the institutional and operational foundations needed to support its national mandate

 

Jakarta, 24 August 2026 – PT Danantara Sumberdaya Indonesia (Persero) ("DSI") today announced its implementation plan, executive leadership team and brand identity. Established under Government Regulation No. 24 of 2026 on the Governance of the Strategic Commodities Exports ("GR 24/2026"), DSI is mandated to strengthen transparency, governance and value optimization across Indonesia's strategic commodity exports. Since commencing operations on 1 June 2026, DSI has started to carry out its mandate in line with the applicable stages of operation, covering coal, palm oil and ferroalloys while supporting export continuity and business certainty.

 

Rosan Roeslani, CEO of Danantara Indonesia, reinforced that DSI's mandate is to strengthen visibility across Indonesia's strategic commodity ecosystem and enable a more comprehensive understanding of export transactions, market dynamics, and opportunities to maximize value for the national economy. "Indonesia has abundant natural resources, but resources alone are not enough. We need stronger governance, better visibility, and more accountable systems to ensure that the value generated from these commodities is properly recorded and optimized for national benefit," said Rosan.

 

From Mandate to Measurable Progress

 

In just over two months, DSI has established analytical visibility across approximately 6,500 export declarations, representing more than USD 14 billion in export value and over 90 million tonnes of commodities, moving through more than 50 loading ports across 25 provinces to over 100 destination countries.

 

By integrating data with global market references, DSI is developing a more comprehensive transaction-level view, connecting price, volume, quality, Harmonized System (HS) classification, vessels, and destination markets to better understand the journey and value of Indonesia's strategic commodity exports. DSI has also focused on integrating national export data and conducting transaction-level analytics using existing government systems and global market references.

 

As transaction visibility deepens, DSI is beginning to identify areas where value can be strengthened and better realized across the ecosystem. Initial analysis undertaken by DSI together with State-Owned Enterprises (SOEs) indicates approximately USD 5 billion per annum in potential value optimization opportunities across the ecosystem.

 

Meet the DSI Team: Building the Institution Behind the Mandate

 

DSI is building a strong institutional base through a leadership team whose collective experience spans industry, international trade, natural resources, investment, finance, technology, law and risk management.

 

The Board of Commissioners is led by President Commissioner Cipung Noer, alongside Tony Wenas, Prof. Mari Elka Pangestu and Harold Tjiptadjaja as Commissioners. Together, the Board of Commissioners bring decades of leadership across industrial and technological development, large-scale global mining operations, international economic and trade policy, investment, and financial markets.

 

DSI's Board of Directors is led by Luke Mahony, President Director, together with Sinthya Roesly, Director of Finance and Treasury; Nur Hidayat Udin, Director of Risk Management; and Ivan Ferdiansyah Baely, Director of Legal & Compliance. Committed to translating the mandate into execution, DSI has built a Board of Directors that combines global experience in the natural-resources sector with deep capabilities in finance, risk management, law, and compliance.

 

Additionally, DSI also revealed its brand to the public for the first time, demonstrating another milestone in its institutional building.

 

Safeguarding Value, Sustaining Confidence

 

As the designated Export SOE under GR 24/2026, DSI plays a dedicated role in supporting a more integrated, accountable, and traceable export ecosystem while helping ensure that Indonesia captures greater value from its strategic natural resources. Rather than replacing existing functions, DSI complements the broader export ecosystem by strengthening visibility to support more effective governance and decision-making. Enforcement action, licensing, and other regulatory authorities remain with the relevant ministries and government institutions.

 

DSI's implementation is being carried out in phases:

 

  • Beginning with national export data integration and transaction-level analytics across strategic commodities.

  • As these capabilities mature, DSI will progressively expand monitoring and verification capabilities through vessel tracking, destination-country validation, and export-proceeds reconciliation, while integrating more closely into the export process per its mandate.

  • Over time, DSI is expected to assume the role of sole intermediary for in-scope commodities, while preserving existing commercial relationships between sellers and buyers and ensuring continuity of exports.

 

As part of DSI's platform development, industry players are being directly engaged to ensure the system is aligned with trade dynamics and maintains export continuity. DSI has signed an MoU with the Indonesian Employers Association (APINDO), the Indonesian Nickel Industry Forum (FINI), the Indonesian Coal Mining Association (APBI-ICMA) and the Indonesian Palm Oil Association (GAPKI) to form an Industry Task Force to pilot the platform, provide direct industry feedback, and identify and resolve potential issues ahead of broader implementation. This approach ensures DSI is built together with the market, ensuring system readiness and building trust from the outset.

 

Luke Mahony, President Director of DSI, reiterated that DSI's current focus is on building the systems and capabilities to implement its mandate in a credible, scalable, and sustainable manner. "Since commencing operations, we have established visibility across thousands of export transactions and built the analytical foundations required to support DSI's mandate. We will continue expanding our monitoring, verification, and operational capabilities to support a more transparent, accountable, and efficient export ecosystem while maintaining business certainty and export continuity."

 

Ultimately, DSI's goal is for the economic value of Indonesia's strategic natural resources be better recorded and optimized for the benefit of the national economy and the Indonesian people.
