Three First-Batch Waste-to-Energy Projects Designated as National Strategic Projects

Jakarta, 10 June 2026 – PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), a DIM subsidiary focused on the development of Waste-to-Energy (WtE) infrastructure, welcome the designation of three WtE facilities as National Strategic Projects (PSN) by the Government of the Republic of Indonesia. The three projects include WtE facilities in Bekasi City, Greater Bogor and Greater Denpasar, which form part of the first batch of Indonesia's WtE program.


The designation is based on Coordinating Minister for Economic Affairs Regulation No. 16 of 2025, which includes the Integrated Waste Management Program in the National Strategic Projects List, as well as Presidential Regulation No. 35 of 2018 and Presidential Regulation No. 109 of 2025 regarding the acceleration of environmentally friendly WtE facility development.


The PSN designation affirms that the development of WtE facilities has become part of Indonesia's national priority agenda. In addition to contributing to addressing urban waste management challenges, these projects are expected to support the expansion of renewable energy generation, emissions reduction, and the development of more sustainable urban infrastructure.


As the company established to develop Indonesia's national WtE platform, Denera is tasked with advancing WtE projects through strategic investments, technology selection, and cross-sector partnerships.


Pandu Patria Sjahrir, Chief Executive Officer of DIM, stated that the designation of these three projects as National Strategic Projects (Proyek Strategis Nasional/PSN) represents a key milestone in building the foundation of Indonesia's Waste-to-Energy (PSEL) industry. 

 

"Through Denera, we aim to support the acceleration of a Waste-to-Energy ecosystem that can serve as part of a long-term solution to Indonesia's waste management challenges. The PSN designation for these first-wave projects demonstrates the Government's commitment to delivering an integrated solution to address the waste crisis. This initiative encompasses improvements in waste management systems, a reduction in reliance on landfills, and the optimization of waste utilization as a source of energy."


The PSN designation was formalized through National Strategic Project Certificates issued by the Committee for Acceleration of Priority Infrastructure Delivery (KPPIP) under the Coordinating Ministry for Economic Affairs to each Project Development and Operating Company (Badan Usaha Pengembang dan Pengelola/BUPP) in the three locations.


The three BUPPs that have obtained PSN status are:

  1. Bekasi City Waste-to-Energy Project (West Java Province), implemented by Bekasi Environment Nusantara;

  2. Greater Bogor Waste-to-Energy Project (West Java Province), implemented by Nusantara Bogor New Energy; and

  3. Greater Denpasar Waste-to-Energy Project (Bali Province), implemented by Nusantara Bali New Energy.

 

These BUPPs were established following DIM's partner selection process and will be responsible for the development and implementation of projects in their respective locations, per the agreed project plans and governance requirements with the government.


With PSN status, these projects will receive implementation support through strengthened inter-ministerial and inter-agency coordination, facilitation in resolving project-related bottlenecks, and various mechanisms necessary to ensure efficient and timely project delivery.


Fadli Rahman, Chief Executive Officer of Denera, stated, "The PSN designation demonstrates that waste management through WtE is no longer merely a regional necessity, as it has become part of national strategic interest. For Denera, this status not only accelerates implementation in the first three locations but also serves as an important foundation for the development of WtE facilities in subsequent locations."


As part of Indonesia's broader waste management transformation agenda, DIM and Denera view these three projects as the start to building a national WtE ecosystem. Through collaboration with Central and Regional Government, technology partners, and other stakeholders, Denera aims to deliver solutions that not only address urban waste management challenges but also generate sustainable environmental, social, and economic value for communities.
