34 Financial Institutions Join Danantara WtE Lenders Panel, with Financing Interest Exceeding Three Times Debt Needs

Jakarta, October 16, 2026 — Danantara Indonesia, through PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), has selected 34 financial institutions to join the lenders panel for its Waste-to-Energy (WtE) program. The number of panel members may increase as projects progress and financing needs evolve.

The lenders panel is a group of prospective lenders and financing partners established to support the financing of the WtE project pipeline developed by DIM through Denera in carrying out the mandate of Presidential Regulation No. 109 of 2025. Through the panel, DIM and Denera map financial institutions’ financing interest and capacity at both the portfolio and individual project levels before formal financing processes begin. This information serves as a basis for exploring suitable financing structures, including loan types, loan tenors, non-funded facilities, and other financing solutions.

One of the key outcomes of the lenders panel formation is indicative financing interest exceeding three times the estimated debt requirements of the WtE program. This reflects strong interest from domestic and international financial institutions in the program’s financing opportunities. The indicative figure represents an initial indication of interest and financing capacity. Any potential financing will remain subject to evaluation and credit approval in accordance with applicable requirements.

Stefanus Ade Hadiwidjaja, Managing Director of Investment at DIM, said, “The selection of 34 financial institutions as members of the lenders panel is an important milestone in preparing financing for the WtE program. Indicative financing interest exceeding three times the estimated debt requirements demonstrates the significant potential support available from the financial markets. Through this panel, we can map prospective lenders’ capacity and interest and explore financing structures tailored to the needs of each project,” Stefanus said.

The 34 financial institutions selected to date include international project finance institutions with cross-border financing experience, multilateral development banks, bilateral development finance institutions, infrastructure finance institutions, and climate fund managers. The panel also includes major domestic banks, including Indonesian state-owned banks under Himbara and domestic private commercial banks, as well as international banks operating in Indonesia, and Islamic banks.

M. Ramadhan Harahap, Chief Financial Officer of Denera, expressed his appreciation to the financial institutions selected to join the lenders panel and voiced his hope for productive collaboration to support financing preparation for WtE projects.

“We appreciate the participation and trust of the financial institutions that have joined Denera’s WtE lenders panel. We hope this collaboration will develop into a strong foundation for productive partnerships in supporting the development of our WtE projects,” Ramadhan said.

Meanwhile, Pandu Sjahrir, Chief Investment Officer of Danantara Indonesia, emphasized that financing preparation for the WtE program prioritizes good governance and prudent financial practices.

“Strong financing interest is a positive development, but financing readiness is not measured solely by the level of interest received. Every financing commitment must undergo due diligence procedures and approval by the relevant financing institution’s committee. We are committed to ensuring that this process upholds good governance, transparency, and accountability,” Pandu said.

Transparent Selection Process

PT Indonesia Infrastructure Finance (IIF) was appointed by DIM and Denera as financial advisor and consultant for the formation of the lenders panel. The process began in July 2026 through a public announcement and direct invitations to domestic and international financial institutions.

Each application was evaluated based on financial capacity, financing experience and execution capabilities, flexibility, and strategic alignment with the needs of the WtE program. Any subsequent financing will remain subject to project feasibility assessments, due diligence, internal approvals by the respective financial institutions, and compliance with applicable requirements.

Through this initiative, DIM and Denera are strengthening financing readiness as a key foundation for the development of WtE projects nationwide. The approach also creates opportunities for private and international capital to participate in financing waste management infrastructure, while upholding the principles of prudence, good governance, and long-term financial sustainability.
